If you get familiar with what each filter looks like then you can use it when you need that effect or use the help of a few filters to make what you want.
I used Photoshop for a long time, and I can recognize some filters that can do that, but it is more than one, because Crystallize makes that pattern, but it will not do anything with just one color. It needs more textures like Sand Grain, or something to get more color. I was just playing around with it and I did this;
I used the filters in Pixelate with Color Halftone to a gray, and then used Crystallize. That make the crystal shapes in that texture, then I used Desaturate to remove the colors. With this under a layer you can adjust the layer Opacity to see something like you want. I removed the Sharpness from the crystal pattern with Blur More a few times
You could use something that ends up with less shades so there is less variations of Crystals. So, thing should give you an idea what you could do. If the textures is adjusted for more contrast the make it divide into something more black and white. This might do better and you can get the texture but fading the artwork on top, just a little to show this texture.
You can always play with the filters when you have nothing better to do, and one day, you can see patterns in things in real life and know how to match that effect like a patchy look of a galvanized trash can. You could be playing around and type lol for a texture effect and make it tile over the whole surface, to make a texture you would not know started as a joke.
